Conduct DPC meeting on priority basis: AAPWU

ITANAGAR, Jan 9:  All Arunachal Pradesh Workers Union (AAPWU) has requested the chief engineer, (WZ/EZ) PHE department to direct all the superintending engineers to conduct the DPC meeting within this month.

Claiming that the department has not conducted DPC meeting till date in spite of repeated requests, the  Union  said that all the W/C cadre employees should be regularized and  casual employees be promoted to W/C category as their  eligibility through the DPC .  The DPC meeting  for this purpose should be conducted within January 30, the Union added.

 

ICC Excellence Award to Binny Yanga

NEW DELHI, Jan 09: Padmashree Binny Yanga, Chairperson of Oju Welfare Association has been awarded the ICC Excellence Award 2013 for her Social Service.  

Governor of Nagaland Nikhil Kumar presented the award to Yanga in a function at a city based hotel here today.

Yanga was the only women awardee in the function.

ATA to continue stir

ITANAGAR, Jan 09: The state Govt has taken decision for rectification of pay anomalies of AT (A) and other categories of teachers which was pending since the 5th pay commission, informed Arunachal Teachers’ Association (ATA) in a release today.

While appreciating   decision of the Govt, particularly chief minister, education minister and  education commissioner, the ATA, however, decided to continue on-going pen and tool down strike as ‘the demands of arrears of AT (A)  and other categories of teachers are pending and one go regularization of  2003 batch SSA teachers are not redressed.’

 

Meet held to chalk out prog for national voters’ day celebration

YUPIA, Jan 09: A meeting was held here today under the chairmanship of Papum Pare Deputy Commissioner to discuss and chalk out programmes to celebrate the state level National Voters’ day at Naharlugn on January 25.

Deputy Commissioner Pige Ligu held threadbare discussion with ERO and AEROs of different circle on matter related to celebration of the Voters’ Day. He exhorted the officers to take active part in making the celebration a successful and more meaningful. He stressed on making all out efforts to make it successful and reiterated to ensure more participation of public, school children. He also asked all EROs and AEROs to submit list of best BLOs, who have performed duty sincerely during last summary revision and other election related activities for award.

Belo nominated for legislative training

ITANAGAR, Jan 09: The Govt of Arunachal Pradesh has nominated Dani Belo, Under Secretary, Law and Judicial to undergo two weeks training in legislative training organized by Bureau of Parliamentary Studies and Training, Lok Sabha Secretariat for the middle level officers of Govt of India, State Govt, UTs and State Legislature Secretariat at New Delhi from January 14 to 25.

 

Multipurpose cultural hall demanded

PASIGHAT, Dec 09: The members of Do:nyi-Polo Yelam Kebang(DPYK), GTC unit has sought fund for construction of “Multipurpose Cultural Hall” at GTC area near Pasighat town.

The organizing secretary of Indigenous Faith Day (DPYK) celebration committee Allen Perme recently submitted memorandum to Bogong block ZPM Okom Yosung urging him to initiate sanction for the cultural hall. Yosung, who attended the day-long programme of Indigenous Faith Day celebration at GTC on December 31, reportedly assured to move the authority for funding to construct the proposed cultural hall.

The multipurpose cultural hall, which is equipping celebration of any function irrespective of cast and religion, was estimated to Rs 40 lakh.

Pasighat-East MLA cum state’s education minister Basiram Siram also graced the occasion and had made same assurance to the people.

 

VDTAWA convention held

ITANAGAR, Jan 9: The villages of Daporijo Township Area Welfare Association (VDTAWA) has  celebrated its 4th  general convention in a grand manner at Meg Dong on Dec 30 last. The celebration began with the unfurling of  Association flag by VDTAWA president Dr Dujum Dulom in presence of large gathering including advisory members Dr Ligu Tacho, chairman APPSCE, K Dulom, director RD, Tadam Ligu, EE and Ghat Ligu, asstt director PR among others.

In his  presidential address, D Dulom highlighted the basic concept of  fostering unity and integrity and oneness among the different villages to protect  and preserve the pristine environment and  wildlife within the jurisdiction of the  Association. He also sought cooperation of the  district administration, advisory members and  general public.

In his speech, Upper Subansiri deputy commissioner Tahung Taggu called upon the members of the Association and general public to work for the preservation of flora and fauna  and bio-dervisity.

Stressing the need of creating awareness on global warming, the DC also assured to extend all possible help  to the  Association. Other speakers included Dr Ligu Tacho and K Dulom.

A volleyball competition was also organized to mark the occasion and  prize distributed to the winner.

Centre accords top priority in rapid development of NE region: Ghatowar

ITANAGAR, Jan 09: Rapid development of North Eastern Region is among the top priorities of the Central Government, asserted Union Minister of DoNER Paban Singh Ghatowar.

“The NER States are Special Category States which get liberal central funding on 90:10 pattern and non exempted Central Ministries/Department are mandated to allocate 10% of their Plan funds for development of NER,” Ghatowar said while inaugurating the two-day 8th North East Business Summit in New Delhi today.

Top priority should be accorded to expeditious completion of ongoing projects, especially in roads, rail, telecommunications and power sector. The Ministry of DoNER is also continuing discussions with Ministry of Power for holistic generation, transmission and distribution plan for power projects in the region”, said Ghatowar.

Ghatowar said it is the most opportune time for North East states to capitalise on growing trade relations with nations bordering India and emerge as crucial enablers for enhancing economic and cultural tie-ups.

He emphasized the need for effective hand-holding by all stakeholders so that North-East India can reach its next level of growth and economic prosperity and the Look East Policy finds its true meaning.

“Connectivity, Empowerment and Sustainable Development can well typify the growth agenda of the North-East Indian states, which exhibit tremendous untapped potential by virtue of its natural resource base and strategic location as the Gateway to the Southeast Asian, South Asian and East Asian nations,” said Rajiv Mundhra, President, Indian Chamber Of Commerce. NER shares direct land connectivity with China, Bhutan, Myanmar, Bangladesh and Nepal. However, the pace of infrastructural development in the NER has mostly been below mark till date, Mundhra observed. The 8th North East Business Summit aims at chalking out a roadmap for enabling a sustainable growth process for the NER, he said adding that with an all round development of local resources, investor friendly governance and seamless economic integration with the mainland, NER can emerge as an International Trade Hub.

“Nepal encourages foreign investment and already have good policy framework to encourage investment. Improvement in FDI approval process has been recognized by the development partners. We are creating SEZs to further export-friendly investments in the country,” said Anil Kumar Jha, Minister of Industry, Government of Nepal.

Nepal shares opportunities and challenges with the North– Eastern states of India and also with Bangladesh and Myanmar. We can mutually benefit from each other’s resource potentials and technological advancements”, Jha added.

U Tha Aye, Chief Minister of Sagaing Region of Myanmar, talked about the importance of strengthening India-Myanmar relations, and how the North-East can benefit from a stronger bilateral partnership.

“Myanmar is truly India’s Gateway to the larger ASEAN market because of its location, and hence both the countries must engage with each other effectively for reaping mutual benefits”, he stressed. The Chief Minister also talked about the synergies between the North-East and the Sagaing Region, and said more and more people-to-people contacts, cultural exchanges etc. would pave the way for enhanced trade between the two neighbours.

A.S. Lamba, Secretary, DoNER, highlighted the various initiatives that the Ministry is undertaking for taking the North-East to a higher growth trajectory. He said that the Private sector must engage more strongly with the Govt. if the socio-economic fabric of the North-East has to be changed for the better, and urged the Indian Chamber of Commerce to continue with it’s efforts to project the North-East as a favourable investment destination to domestic and international Business Captains.

The 2-day Summit is being attended by the participation of Ministers, top Government officials and Corporate Leaders from India and abroad; and will chart out the future roadmap for the North-East’s progress.

Tongam shooting case: Press fraternity  expressconcern over slow pace of investigation, demand update

ITANAGAR, Jan 09: The Arunachal Press Club (APC) and the Arunachal Pradesh Union of Working Journalists (APUWJ) have expressed serious concern over the slow pace of investigation into the 15th July 2012 Tongam Rina shooting case.

‘Though months have passed but there is no information about which agency is carrying out the investigation. Initially, it was given to understand that the case had been handed over to the CBI, but later there was a conflicting report about the case having been turned down by the CBI,’ the press bodies stated in a release today.

The APC and APWUJ also lamented that the GoAP has not issued any clarification in this regard despite repeated plea by press bodies.

The two bodies also questioned the attitude of Capital Police towards the case. “Having been turned down by the CBI the case has reverted back to Capital Police, and the onus

of investigating it is on the Capital SP. But there has been no update from them in this regard. When enquired by APC members, some officers privately informed that powerful people are involved and therefore it is tough to investigate the case,” the two bodies stated. “The police should name who these powerful people are. The way the police are trying to suppress the case, we doubt their integrity and have a general feeling that the police are trying to shield the culprit involved in the case,” they said.

State’s press fraternities have extended cooperation to the police and GoAP in every possible way, so that case can be solved at the earliest. “However, it has been noticed that both Capital Police and the GoAP are beginning to take press persons for granted in this regard. The APC and APUWJ may be forced to take extreme action if there is no headway in the case,” they added.

 

 

APWWS Kharsang-Miao unit and APYC visit affected families

MIAO, Jan 09: Arunachal Pradesh Women’s Welfare Society (APWWS) Kharsang-Miao Unit led by its president Juntay Longri and Arunachal Pradesh Youth Congress General Secretary Pinna Kitnal Muklom Singpho visited the riot affected Singpho victims of Lewang, Phup and Khagam Singpho villages on January 7 last.

Warm clothes for women and children were distributed to the victims of the four houses that were burnt down by the Chakmas on December 24 last. Door to door visit was carried out and relief was distributed by both the organizations.

APWWS Kharsang-Miao Unit as part of its endeavor to encourage women to be economically independent also distributed 8 kgs of threads. Since the Singpho women are very good weavers, this would help them start their business of weaving beautiful traditional Bathut and Bathangs (Galas), which have high demands in the market.

The five-member team of APWWS Kharsang –Miao unit along with the APYC general secretary also interacted with the victims.

APWWS Kharsang-Miao Unit also contributed in cash as immediate relief to a family, whose house was completely ransacked by the Chakmas.

The victims urged the women group to call upon the government on their behalf requesting for a police out post to provide security to villages across the Noa-Dihing river. Police out-post would be a great help to small villages like Pisi, Lewang, Phup, Khagam Singpho and Khagam Mossang which are very vulnerable as these villages could be attacked at anytime.  It would further help to tackle and control situations in future.

They have also requested for sanctioning a bridge over Noa-Dihing river. The villagers suffer mostly during the rainy season as there is no alternative way to bring patients to Miao Community Health Centre. They further urged for immediate operation of Rope-way.

The victims also requested that a Compounder and nurse be posted at all times besides adequate medicines in the existing Sub Center at Khagam Singpho.

Earlier on December 30 last year, APYC general secretary Pinna Kitnal Muklom Singpho visited the affected families and distributed household items besides clothing as immediate relief.

 

 

Villagers get free medical check-up

TEZU, Jan 09: Directorate of Field Publicity (DFP), Tezu Unit yesterday organized its 2nd Special Publicity Campaign on “Health & Family Welfare” at Mekaliang village of Lohit district.

Dr. UK Nath, Senior Medical Officer and District Programme Officer for Tuberculosis of district hospital Tezu highlighted the gathering about impact of various diseases like Dengue, Malaria, HIV/AIDS etc and suggested many simple tips to avoid such diseases.

Informing about high occurrence of breast cancer and uterus cancer in present day environment, he said that any type of swelling (Ganth) in the breast and unnatural bleeding from uterus should immediately be informed and consulted with doctors as cancer may be treated successfully in early stage.   

Dr. Nath also said that every pregnant women should get benefit from Janani Shishu Suraksha Karyakram (JSSK) or Janani Suraksha Yojana (JSY) and described about how to get benefit from the scheme.

Earlier, D.Tindia, ASM Loiliang village urged the villagers to practically apply the general health tips given by doctors and resource persons in such occasion. She exhorted them to get full benefit out of the health awareness program that came to their door steps. Free medical check-up also organized during the programme.

Earlier, a rally was taken out in and around the village where more than 150 villagers, including anganwari workers, ASHAs, youths and panchayat members took part.

DFP Tezu unit in-charge, Mihir Kr Jha, also addressed the programme and T-shirt and some bags were distributed to the participants by DFP, Tezu unit.

 

 

4 days EAC for students begins

ITANAGAR, Jan 09: The four days Entrepreneurship Awareness Camp (EAC) sponsored by National Science and Technology Entrepreneurship Development Board, DST, Government of India and implemented by Entrepreneurship Development Institute of India, Ahmedabad began at National Institute of Technology (NIT), Arunachal Pradesh today.

50 students have enrolled for the camp. This is reported to be first such DST sponsored EAC in Arunachal Pradesh.

In the inaugural function of the camp, Director Prof (Dr.) CT Bhunia stressed upon the need for such camps, particularly to impart entrepreneurial skills at the institute level. Prof Bhunia said that technical institutions have a lead role to play in imparting entrepreneurial skills at the institutional level to create successful entrepreneurs in today’s highly competitive global market.

Various issues of entrepreneurship will be deliberated upon by leading experts, namely Prof. Jiban Chakraborty, Jadavpur University, Prof. S K Dutta, National Institute of Rural Development, Guwahati, Government of India, Uddhab Kumar Bharali, a leading Entrepreneur from North-East.

The participants will visit various industries of the region managed by leading entrepreneurs on the last day of the workshop.

 

 

Panyang community organizes 200 yrs old festival

RUKSIN, Jan 09: Keeping their pre-medieval tradition alive, the members of Panyang community living in Pongging village under Katan circle in Upper Siang district organized the 200-year-old “Bat Killing” festival at Pompik Adi on January 6 last.

Like the previous years, hundreds of men, women and children of the community swarmed into the natural cave at ‘Pompik Adi’ at Pongging village outskirts, with bamboo poles and killed over a thousand bats as part of the festival.

It is believed that the practice of killing bats once in a year helps keep the natural demographic balance of bats in the hill site.

According to oral history, the first man of the community Tamut Panyang, had “bought” the hill site with the cave from the Komsing villagers some 200 years ago. The cave measuring 6.5 meters in height and 3.5 meters in breadth and 200 meters in depth is located at the left bank of the Siang River at Pongging.

Panyangs (Adi) feel that the festival is an occasion to bond with their fellow tribesmen. The festival has always been a source of merriment and a family reunion for them.

“The community bat hunting is an annual festival steeped in hundred year’s tradition. We feel it is an occasion to bond with our family men. This is that time of the year when our family men dispersed at different places reunite at Pongging village, hunt bats and feast on bat meat”, said 70 year-old Kosang Panyang, who is presently residing at Ruksin in East Siang. Informing that bat population has increased in thousands this time, he denied any affect on the demography of the bat species due to such restricted hunting.

The ‘hunting festival’ is exclusively for a clan of Panyang among Adis, but headman sometimes invites other tribes to be part of the bat-killing expedition.

An eminent citizen of Ruksin Akeng Tayeng (Yangkeng), who has maternal relation with the Panyang clan is having opportunity to feast with bat meat hunted by them every year. He termed the consumption of bat meat “Sacrament” for the community.

It may be recalled that a team of research officers of the state’s museum and research department had visited the natural bat-cave at Pongging in 2006 and studied on the ecological status of the area. The officers reportedly felt that the cave should be taken up without interference to the traditional practice and the natural settlement of the bat population.

Some zoologists of the state also revealed that Pongging cave could be boon to the local people for their economic activities through development as a tourist destination.

 

 

Si-Donyi festival celebrated at Siyum

ITANAGAR, Jan 09: Si-Donyi festival was celebrated at Siyum circle of Upper Subansiri district.

Attending the festival, Arunachal Pradesh Forest Corporation Ltd vice chairman Jabring Vennia highlighted the culture of Nyishi and Tagin, who are known for their straight forwardness. He said that festivals are the occasion, where the people get an opportunity to witness the diverse culture and traditions of a particular tribes or community. He exhorted Tagin community to preserve their rich culture for identity. He also urged the believers of Christ to extend cooperation and support to Si-Donyi festival, because the festival is mainly celebrated for universal peace and prosperity of mankind.

Duma Yekar, ZPM Sigin-I exhorted people of the community that preserving our age-old culture is the first and foremost duty of all. Today, our own people discard Si-Donyi festival due to ignorance, which is very regrettable, the ZPM said. Celebration of the festival outside the state by the students indicates that they have now realized the importance of the festival, which is a good sign, the ZPM added.

5.9 intensity quake rocks North-East region

Guwahati/Shillong, Jan 09: An earthquake of moderate intensity today rocked Assam and the North East region, leading panic-stricken people to run out of their houses for safety.

There was no report of casualty or major damage to property so far though there were reports of minor cracks in some buildings in Nagaon district, police said.

The epicenter of the quake, measuring 5.9 on the Richter scale, was located at a depth of 89 km underneath the earth's crust along the Indo-Myanmar border region, according to the Regional Seismological Centre in Shillong. Lasting for almost a minute, the tremor at 7:12 AM was felt in most parts of the region, including Kohima in Nagaland, Guwahati, Nagaon, Silchar in Assam, Itanagar in Arunachal Pradesh, Shillong in Meghalaya, Agartala in Tripura and Imphal in Manipur.

As the tremor rattled doors and windows of houses, panic-stricken people ran out of their houses for safety, police said

Mizoram Geology and Mineral Resources department Joint Director Dr H Lallenmawia said the epicentre was in Phek district of Nagaland.

Lallenmawia said the technical information about the quake was received from the seismological centre of the North East Institute of Science and Technology, Jorhat in Assam.

An Imphal report said the quake lasted in Manipur for almost a minute. PTI

Climate change and food security

A series of reports point out that the consequences of food scarcity caused by climate change could be devastating for South Asia.

With global population and incomes ballooning relentlessly, sustainable food production is expected to come under increasing pressure, particularly in light of climatic changes that threaten agricultural productivity. The authors of Food security, farming, and climate change to 2050 use several modeling techniques to assess the threat to food security and suggest steps policymakers may take to remedy the situation. The report projects 15 different future scenarios for food security through 2050, involving different combinations of potential population, income growth and climate change.

Evaluating the impact of extended drought in South Asia as a case in point, the authors demonstrate the possible effects of increased climate variability on a particular world region. The report concludes that the adverse impact of climate change can be countered by broad-based growth in agricultural productivity. Similarly, regional shortages can be offset by robust international trade in agricultural products. To get there, policymakers must promote public investment in land, water and nutrient use and maintain relatively free international trade.

Related to this report, a bunch of policy briefs show that despite 30 years of dynamic growth and substantial poverty reduction, agriculture and rural development still have a critical role to play in Asia. Although the number of hungry and poor people in this region has declined sharply since the 70s, Asia is still home to more than half of the world’s poor, most of them living in rural areas. Agriculture and rural development are thus still key to reducing poverty and hunger in the region.

Since the geographic areas most vulnerable to the effects of climate change are where most of the world’s poor live, the risk of not acting is particularly grave. There is enough evidence to show that the effects of climate change would be particularly devastating for the world’s disadvantaged communities that simply do not have the financial strength to cope with consequences like food scarcity, prolonged drought or floods.

Through your esteemed daily, I would like to clarify the allegation leveled against me in a letter published under heading “Why is CM silent?”. The allegation leveled against me is baseless and without any ground reality. I had never received any complaint from WRD and PWD departments regarding illegal encroachment of department land by Tapang Taloh, Minister of Textile and Industries, Govt, of Arunachal Pradesh. Whereas, Govt has allotted a residential plot of land at Pangin in East Siang District in Arunachal Pradesh vide order no. LR-27/88 dated 26th June 1995 to  Tapang Taloh.

Tourism is the second largest Industry after Oil and the largest single employer in the world because of which developed countries are making huge profit out of it. According to the American Chamber of Commerce, "basically there are three ways of increasing the wealth and business activity of a country, viz. the development of the agricultural front, progress in the Industry sphere and development in the Tourism field". Among the three, Tourism development is probably the quickest. From the economic point of view tourism is especially important in developing countries, like India. It is a catalyst to economic growth and foreign exchange earnings. Taking in view of these facts the Indian Tourism Policy was presented to both the Houses of Parliament on November 1982. Since then Indian Tourism is doing its best and also flow of fund in different states for tourism sector is being witnessed by the public time to time. In recent time our Minister, the Parliamentary Secretary, and senior officers of Tourism department are interestingly talking about the brightness and scope of Aurnachal Tourism as we have been seeing in local dailies, indeed, it is so nice to see such enthusiastic on the part of the concerned authorities to make OUR STATE a “Tourists’ Attraction / Destination.

In this connection I would like to mention some important components of tourism which are inevitable as far as providing of a major boost for development of Arunachal Tourism is concerned. To be frank visit of the spot and describing its beauty to the public and construction of colourful Tourist Lodge is not enough. But Planning, Management and side Development of the particular spot is very important for tourist destination and attraction.

Following are the main Components of TOURISM : 1) Pleasing Weather,                     2) Scenic Beauty, 3) Historical & Cultural factors, 4) Accessibility, 5) Amenities, 6) Accommodation,         7) Hospitality.

Therefore, the role of the above mentioned components are the main factors which will lead to Mass Tourism and Tourist Flow in the state. So the concerned authority have to make a specific plan for well preservation of Historical and Cultural factors and side development of Scenic Beauty and regular maintenance and renovation of facilities like accommodation, Catering, Entertainment, local transport and communication etc. that the modern tourists need. The job of the authority is not complete, after the fulfillment of these necessities there is another important factor which will play the main role in inviting the International and Domestic Tourists, this is in the form of " ADVERTISEMENT". To attract tourists, advertisement of the particular tourist destination, attractive scenic beauty and available facilities to make the stay comfort must be well exposed and exhibited in every corner of the public places and through the genuine Tour Operator and Travel Agent registered under Indian Association of Tour Operators (IATO). It can impacts the curiosity of the tourists from various part of the world and thereby tourists can experience ultimate meaning of tourism with their different wish and habits on this land of peace.
